WORK HOURS:       Full-time; 40 hours/week
SALARY:      Actual grade and salary will be based on the qualifications of the applicant.

NOTE: THIS IS A LOCAL POSITION. THE SELECTED CANDIDATE WILL COME UNDER LOCAL LABOR LAW, AND BE PAID ACCORDING TO THE EMBASSY’S LOCAL COMPENSATION PLAN.  ALL ORDINARILY RESIDENT APPLICANTS MUST BE RESIDING IN LAOS AND HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION. 

The U.S. Embassy in Vientiane is seeking an individual for the position of Audio-Visual Technician in the Public Diplomacy Section (PDS).


BASIC FUNCTION OF POSITION

The incumbent is under the supervision of the Public Affairs Officer (PAO) or senior Locally Employed Staff (LES). He/she provides all technical and audio-visual support for Embassy programs and events. Uploads information to the public website, designs and prints materials for public outreach, and manages the technical side of digital video conferencing. He/she uses the iPod in PDS and at the Ambassador’s Residence to create and manage playlists for Embassy events. Also provides routine maintenance for equipment, downloads the Washington File and Department of State Television programs, and assists with distribution of Public Diplomacy Section print and A/V materials. He/she advises PAO on creative and interactive ways to reach younger, technologically capable audiences, including cell phone and social networking technology. QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
  1. Education: Completion of secondary school plus certificates of completion of courses in electronics, graphic design, or computers.  
  2. Prior Work Experience: Three to five years of experience in audio-visual systems and computing. Experience in installation and maintenance of a variety of audio-visual receivers and equipment. 
  3. Language Proficiency: Good knowledge of spoken and written English and ability to
    read and understand technical instruction manuals for audio-visual equipment.
  4. Knowledge: Technical knowledge of audio-visual equipment; thorough understanding of tools and materials used in repairing audio-visual equipment; methods of installing, maintaining, and operating audio-visual equipment; knowledge of Public Affairs programs and objectives. Excellent knowledge of internet browsing and downloading.  Broad knowledge of American and local media desirable. Some knowledge of media marketing and public relations techniques, popular Lao cultural and entertainment styles and preferences, and local media and technical capabilities. Knowledge of digital photography and basic photo editing programs.

5.      Skills and Abilities: Able to install and maintain telecommunications, audio-visual, reproduction, editing, and sound equipment. Able to use HTML and Microsoft Office. Ability to use both Mac and PC systems. Familiarity with basic graphic design programs preferred
