WORK HOURS:  Full-time; 40 hours/week
SALARY: Actual grade and salary will be based on the qualifications of the applicant.

NOTE: THIS IS A LOCAL POSITION.  THE SELECTED CANDIDATE WILL COME UNDER LOCAL LABOR LAW AND BE PAID ACCORDING TO THE LOCAL COMPENSATION PLAN.  ALL ORDINARILY RESIDENT APPLICANTS MUST BE RESIDING IN LAOS AND HAVE THE REQUIRED WORK AND/OR RESIDENCY PERMITS TO BE ELIGIBLE FOR CONSIDERATION.

The U.S. Embassy in Vientiane is seeking an individual for the position of Program Assistant (ESTH and UXO) in the Political/Economic and Commercial Section.

BASIC FUNCTION OF POSITION

Incumbent provides research, support, and outreach for all aspects of post’s Environmental, Science, Technology, and Health (ESTH) programs. He/she provides assistance to the Unexploded Ordnance (UXO) sector and also provides back up support for other U.S. Government-funded assistance programs, supports the Economic/Commercial Officer as necessary and backs up the Commercial Assistant in the event of his/her absence.

QUALIFICATIONS REQUIRED

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
 
1. Education: Completion of university is required.
2. Experience: Three to five years prior experience in the environmental field is required. Knowledge of NGOs in Laos and experience in dealing with Ministries is useful.  Experience in planning itineraries, arranging visas is a plus.
3. Language Proficiency: Level IV English and Lao languages, fluent speaking and writing.
4. Knowledge: Understanding of Lao Government procedures for approving and carrying out assistance projects.
5. Skills and Abilities:  Must obtain a valid driving license for car and light truck. Must have good computer skills including Microsoft Word, Excel, Outlook and PowerPoint.  Must be able to create data bases.
